APPLICATION
The registration deadline for applications is June 1, 2019. In order to be considered for participation, the application must be complete, including payment. No application will be considered without payment. Refunds will be made to all teams not accepted. Entries submitted after the deadline will be placed on a waitlist and will be considered only to the extent an accepted team drops.
WITHDRAW FROM THE TOURNAMENT
Any team withdrawing before June 1, 2019, will receive a full refund minus $200 processing fee. Any team withdrawing after the June 1, 2019 , will not be entitled to a refund.
MATCH PREPARATION
Teams will present themselves at the field to the Field Marshal for check-in 30 minutes prior to game time. All matches will have a 5 minutes grace period to appear with at least 7 players (2006 thru 2001) to avoid a forfeit. The home team is the first team listed in the schedule, has choice of field side, must provide the game ball, and must change jerseys in the event of a referee determined color conflict with the opposing team. Teams and spectators must be on opposite sides of the field or as instructed by tournament officials with teams being on one side and spectators on the other.
TEAM REGISTRATION
Team credentials: player cards, medical release form (registration forms) and the team roster are required to be verified by the Tournament Committee before your first scheduled game.
GAME CARDS
A completed Game Card from each team is required before each match. The tournament will provide all game cards.
FLIGHT DETERMINATION
Choosing teams for the specific flights for each division will be determined by the Tournament Committee. Not every division will have more than one flight. Flight requests will be taken into consideration but they are not a guaranteed.
ROSTERS/GUEST PLAYERS
Teams may roster up to 30 players per team but only 18 players may be rostered to play in each game. Guest players from other clubs may participate as long as they are properly credentialed. Any player that participates on any team must appear on the online roster prior to check-in. Players, over and above 18 must be crossed on out each game card so that only 18 players are shown participating in each game. No players may be added after check-in. No players can be written on any game card.
RULES OF PLAY
FIFA Laws of the Game will apply as modified by USYSA and Cal South as described herein.
Duration of Games by Halves, and Ball Size is as follows:
Games involving 2006-2001 will be played with an official size #5 ball.
2006, 2005, 2004: 40 minute halves
2001, 2002, 2003: 45 minute halves
Games can end in a tie.
HALF TIME
Half Time will be 10 minutes
STANDINGS
The following point system will be used to determine 1st in each group:
THREE (6) points for each win
ONE (1) point for each goal (up to 3 goal max)
ONE (1) points for a shutout
ONE (3) points for a tie
Zero (0) points for a loss
A forfeit will result in a 1-0 loss for the forfeiting team
At the end of each game, the Coach or Team Administrator must carefully review and sign the scorecard. Coach or Team Administrator should review the Silverlakes Youngers website to verify scores properly recorded and contact Field Marshal and/or Tournament Director immediately of any possible errors. The scorecard is official match record and may not be changed except under the following circumstances:
SCORE CORRECTIONS
If Coaches/Team Administrators of both teams, meet with Field Marshal and agree to a score correction, the Field Marshal will correct the score and other records accordingly.
If Referee verifies incorrect score was recorded, Field Marshal (with Tournaments Director’s approval) may correct score and other records accordingly.
Scores incorrectly posted on Website shall be investigated by Field Marshall by checking original match record and corrected accordingly.
RED CARD CORRECTIONS
If Referee verifies incorrect player was recorded as receiving Red Card (includes double Yellow), Field Marshal (with Tournament Director’s approval) may correct records accordingly.
INJURY TIME
There will be no time allowance for injuries. (Running Game Clock) The in-charge referee cannot extend the specified game time without the consent of a Tournament Committee Representative.
FORFEITS/TEAM DISQUALIFICATIONS
If a team forfeits due to a no show or not having enough players during the preliminary round, the following will apply “Forfeit one-forfeit all”. If a team forfeits in a later round, only that match will be forfeited. If a team doesn’t have their player cards present by the end of the match, only that match will be forfeited. Games will be recorded as a 1-0 victory for the opposing team. Any team that forfeits will be reported to their State Association.
GAME CHECK-IN CONDUCT
Teams will present their player and staff cards to the field Marshall prior to the start of each game. Each team must have a representative responsible for collecting the player/staff cards at the end of each game.
SUBSTITUTIONS
Teams may substitute only with the referee’s permission and only at the following times: Substitutions may be made, with the consent of the referee, at any stoppage in play.
PLAYERS’ EQUIPMENT
All players must wear proper soccer shin guards and cleats. Players wearing hard casts will participate at the discretion of the referee.
Player/Coach Conduct
Any player receiving a double yellow / red card or coach receiving an ejection shall be ineligible to participate in the remainder of that match, plus the following match. If a player or coach is ejected for assault, then the player or coach shall be ineligible for the remainder of the tournament and their player or administrator card will be turned over to their respective State Association.
Team/Spectator Conduct
Coaches have total responsibility for their players and spectators at all times. If the referee must terminate a game for misconduct of players or spectators, the offending team may be disqualified from further tournament participation. The forfeiture rule will be imposed and no refunds will be given to the offending team.
2 Yard Sideline Rule
All spectators must always be at least 2 yards away from the sideline. This rule will be enforced by the Referee Field Coordinator and Tournament Officials.
Inclement Weather or Unexpected Termination of Play
In the event of inclement weather, which the Tournament Committee deems as being unsafe for the players and/or the fields for competition to continue; or the unexpected termination of the match, the following system for determining the winner will be implemented:
Matches that are at the half time break or in the second half of play will have the score stand.
Matches that are less than 20 minutes into the first half will be deemed not to have been played.
Matches for a given day may be postponed and played the following day, if fields are available.
Matches may be shortened in order to play all assigned matches. If all assigned matches are unable to be played, awards will be made based on a point system to be determined by the Tournament Committee.
Note: that it may also be necessary to change match locations in the event the assigned fields are unavailable for play, for any reason.
Canceled matches due to unsafe playing conditions, will be as follows. As in years past, we will put forth our best effort to get all matches completed. Refunds are: Cancellation of all matches – 100% less $200.00 administrative fee, One match played – 60% after $200.00 administrative fee, Two matches played – 40% after $200 administrative fee, Three matches played – No Refund
