ELECTRIC FUTSAL RULES & REGULATIONS

Field Surface: • Venice Beach - Electric Futsal Street Soccer playing surface comprises of cement basketball courts.

Field Markings:

• The field is marked with basketball lines, dividing the field into 2 halves and touch lines around the field.

• The goal line is between the goal posts and under the cross bar. The field of play is divided into two halves by a halfway line. Each goal will have a penalty area.

Dimensions: • Size of court: 94 ft (long) x 50 ft (wide). • Size of goals: 3ft (tall) x 5 ft (wide). Penalty Areas: • The penalty area is a rectangular area with a 6 x 16 ft surface, in which defending is not allowed. Goal Areas: • The 3 pointer line marks the goal area.

 

Substitution Zone:

• The Substitution Zone is at the middle line. Teams are permitted for their players to enter and leave the field of play at the midline in front of the field coordinator. The Ball:

 

The Ball:

• The ball used for this tournament is generally known as a Size 4 Futsal Ball and conforms to those standards provided in the FIFA 

 

Teams:

• 5 - 8 players total per team. 

• Maximum of 5 players per team on the court.

• Max 3 substitute players.

• No goalkeepers.

 

Duration of Matches:

• Two halves of 10 minutes each, plus one-minute interval in between each half.

 

Electric Futsal Home Field Advantage ELECTRIC FUTSAL Forfeit Rules:

• If a team knows that it will have to forfeit due to a lack of players, the team must give an advanced notice to the tournament director.

• If a team does not have 5 players at the start of the game, the team may play the game with 4 players.

• Any fewer than 4 players on a team is a forfeit. Teams can still play a “scrimmage” match in these situations by “picking up” players from another team (provided the other team lends them players), but the result of this scrimmage match is still recorded as a forfeit in the match results.

 

Start:

• The match starts when the field coordinator throws the ball onto the court. One team will start with the ball (decided by RPS), and the other team will start with the ball in the second period. When a goal is scored, the team that has conceded the goal retrieves the ball and is allowed to put the ball back into play immediately.

Player Rules:

• No contact on challenges, which includes sliding, shoulder checking, grabbing, shoving, etc; A player must play the ball.

“Goalkeeper” Rule No goal keepers.

• 5 field players. Rules for Penalty Area:

• Players cannot enter the penalty area (Rule applies to both attacking and defending players).

• If a player from the defending team enters the penalty area, the other team receives a penalty kick.

• If a player from the attacking team enters the penalty area, the play is blown dead and the ball starts with the defending team. Time-Wasting:

• The field coordinator can award a penalty against a team which is persistently time-wasting after the team has been first warned about its conduct.

Penalty Kicks: A penalty kick is taken from half-field. The attacking player will start at half-field, roll the ball forward and attempt to score on one defender, starting on top of the penalty area. The kick-taker can use as many touches as he/she needs, but, the moment the ball stops moving towards the goal or moves backwards from the goal the penalty is blown dead.

A penalty is given when:

• A player from the defending team enters the penalty area or due to a foul in the goal area. Electric Futsal Home Field Advantage Free Kicks:

• All free kicks are indirect. All players of the opposing team must be a minimum of 6 feet from the ball when a free kick is being taken.

• Free kicks can be awarded for: all fouls on the field except for any offense, which is seen as worthy of a penalty kick. Out of Bounds:

• If a ball goes out of play, the ball must be passed into the field at the position where the ball went out of the field of play. All players of the opposing team must be a minimum of 6 feet from the ball.

• If a ball goes out behind the goal…

• By the Attacking Team: the defending team receives the ball to kick the ball back into play.

• By the Defending Team: the attacking team receives a corner. All players of the opposing team must be a minimum of 6 feet from the corner.

Fouls:

• In the event of a foul or unfair play, we prefer the players to call the foul themselves, but in case the players can’t come to an agreement, the field coordinator may decide to call a “Rock-Paper-Scissor” (RPS).

• Discipline. One of the objectives for this tournament is not to need this section, but in case of unfair or serious foul play, field coordinators can restore order by pulling a card:

• Yellow Card (two minutes time exclusion): For fouls or unfair play, a player will be excluded from the match for two minutes during which time the team has to play with one less player. After two minutes have elapsed the player given the yellow card will be allowed to rejoin the game.

• Red Card (match penalty): For serious foul play a player is excluded from the rest of the match. The team has to play with one less player for the remainder of the match. A red card will only be given for serious foul play, violent conduct, or abuse of the staff. The player will be sent off immediately and not be allowed back during the game. No replacement player will be allowed on. The same applies to coaches. After each incident during the tournament the disciplinary staff will meet and decide what action to take against the player or coach. Exclusion from the tournament for a team or individual

• If rules are seriously breached (heavy foul play, foul play on purpose, unacceptable behavior on the court towards the staff, the audience or other players), one player or a team can be excluded.

• If a whole team is excluded from the tournament then all the matches played or scheduled to be played by that team will be awarded to the opposition with 0:3 score line. Tournament Points:

• The winning team receives 3 points. The losing team receives zero. If a match ends in a draw, both teams receive a point.

Electric Futsal Home Field Advantage Fair Play:

• The tournament staff will decide which team receives the Fair Play Cup at completion of the tournament.

• Each match will be under supervision of a field coordinator and a score keeper, who report to the tournament director
