Tournament Rules

Age Groups - All players will need to follow the 2016-2017 Cal South new birth year age levels - which are based on what your childs age will be in 2017.. for example if your child is born Jan 2nd, 2009, they will play in a U8 age group for this upcoming fall season and for this tournament. See Grid below for clarification

Check In:  All teams are required to check in 75 minutes prior to first scheduled game at the tournament headquarters table. Failure to check in will result in automatic disqualification, without any tournament fees being refunded. All disqualifications will be classified as a “forfeit” for game results

Tournament documentation:  The tournament will be using the 2016/2017 calendar age group designations. The following documentation items are required of every player at tournament check in in order for a player to participate in the tournament:

  • Laminated USYSA player cards for 2016/17 season will be required of all players as proof of age and must be provided for inspection at initial check-in and be presented to the assigned referee or field marshall at the start of each game. 
  • Signed medical release form for each player.  
  • Out of state teams will need to contact tournament director for additional documentation requirements. 
  • Any team mis-representing their accurate age group will forfeit all games and all tournament fees. Only Cal South player cards will be accepted. 
  • If a player does not have a current player card (2016/2017 season), they cannot play until a card is provided to the registration desk or tournament director – no exceptions.

Refunds: There will be no refunds provided to any team after the stated tournament deadline has passed. If a team requests a refund prior to deadline, a check will be issued, less tournament administrative fees that have been incurred. If the tournament fees were paid via credit card, a refund will be provided via credit card less processing and handling fees.

Rosters: Teams are allowed a maximum of 14 players on their roster for ages U8-U10 and 18 for ages U11-U14. Teams may borrow up to 5 guest players, but cannot exceed maximum number of players. Players can only play for one team during the tournament.

Game Rules: All games will be played under FIFA rules with CalSouth and USYSA adjustments for youth competitions with the following additions and clarifications based on 2016/2017 Cal South season guidelines.

Game Format: All teams will play a minimum of 3 games. Round Robin games may end in a tie. Any Semi Final game ending in a tie after regulation play will immediately go to FIFA penalty kicks to determine winner, for advancement. Final games ending in a tie after regulation will immediately go to 2- 5-min overtime periods. Both overtime periods will be played regardless if a team scores during the overtime. If the final remains tied, then FIFA penalty kicks will be used to determine the Champion.

All games will incorporate a running clock and there will be no stoppage of time for injuries. Half time will be 5 minutes for all rounds except the Finals, where there will be 10 minutes between halves.

Point System: Teams will be awarded points based on the following basis:

Winning Team will be awarded: 3 Points

Games ending in a tie will be awarded: 1 Point

Losing team is awarded: 0 Points

In case of a tie after pool play the following tie break procedures will be incorporated in the following order:

A. Head to Head match up

B. Total Goal Differential

C. Goals Against

D. Goals For

E. If a tie still exists, then FIFA penalty kicks will be used to determine which team advances. Penalty kicks location will be determined by Tournament Director and will be done prior to the scheduled start of the Semi or Finals game.

F. If a three way tie exists after A-D above, a coin flip will determine which two teams will compete in the penalty kicks

Game Check-In: Teams will need to check in with game referee 20 minutes prior to start of scheduled game and present laminated player cards. Player cards will be held by the referee or field marshall during the scheduled game and it is the responsibility of the coach or team manager to retrieve the cards at the conclusion of the game. It is not the referee or field marshals responsibility to find the coach to return player cards.

Home Team: The Home Team will be the team which appears first on the game schedule. The Home Team will provide 3 game balls. The game ball is subject to referee approval. The Home Team will be required to switch to an alternate jersey to accommodate a color conflict as declared by the referee. If the Home Team cannot supply an alternate jersey, the Home Team will forfeit the game. Both team benches will be located on the same sideline for all games and fields. Both team coaches are required to coach from the same side.  All parents and spectators will be limited to the opposite sideline for viewing and cheering.  In all cases spectator and team seating will allow the referee’s assistants clear runs and views of all touch lines.

Substitutions: There are unlimited substitutions during the play, but only with the referee’s permission and per CalSouth guidelines.

Cautions & Ejections:  Any player receiving two cautions (yellow cards) in back to back games shall have been determined to have received an ejection (red card) and will not be eligible to play in the next scheduled game. Any player ejected from a game (red card) will not be eligible to play in the next scheduled game.  A coach or assistant ejected from a game is not eligible to coach in the next scheduled game. All ejections (red cards) will be reported to CalSouth after the conclusion of the tournament. Any coach or player that who assaults a referee will be expelled from the tournament and will be reported to Cal South. 

Coach Ejections: Any coach or player that is ejected for violent conduct or serious foul play will not be eligible to play the remainder of the tournament and their player card will be forfeited to the tournament director. The tournament director will send the player/coach card to Cal South and the club will have to contact Cal South to get the card returned. The head referee will contact the tournament director in any of these instances. Every team will be required to have a rostered coach or assistant to continue playing a game if either or both are ejected. If no coach is available, the game will be forfeited. All forfeited games will be scored as 1-0, regardless of game score at time of ejections.

Protests/Disputes: No protests will be allowed and all games will be considered final. The Tournament Director will resolve any situation not explicitly covered by the rules. Disputes relating to the interpretation of these rules will be resolved with the Field Marshal and Administrators/Coaches that are registered with the involved team(s). Individuals may not represent a team if not registered as an Administrator/Coach with the involved team(s).


Forfeits/Byes: All teams who forfeit will have the game(s) scored as a 0-1 loss. Teams forfeiting their first game will be assumed to forfeit all of their games unless they contact the Tournament Director at least 3 hours prior to their subsequent games. Teams will forfeit for any of the following reasons:

  • Teams fail to check in at the required location, ready to play five minutes before the scheduled kick off time
  • Home team fails to produce an alternate color jersey if referee determines there is a color conflict
  • Teams fail to produce laminated player passes and/or coach’s pass
  • Teams fail to report to the field with the minimum number of players required to start the game (6 for U8 -U10; 9 for U11-U14)
  • Coach is ejected and fails to leave the field when directed to do so
  • Coach is ejected and there is no other coach or administrator available
  • Game is suspended due to the misconduct of players, coaches, administrators, parents or spectators

There will be no refunds to teams who forfeit their own games.

Field Safety/Inclement Weather: The Referee or Tournament Director will determine if a field is safe for play. Teams are expected to show up for scheduled games times unless notified by a tournament official. Rain or other weather conditions will not delay play unless the referee determines the fields are unsafe. If necessary games may be shortened, go directly to FIFA Penalty Kicks or be cancelled. If a game is terminated due to problems associated with the fields, including lighting for a night game, the team in the lead at the time of stoppage wins. If a Quarter or Semi Final match cannot be played, FIFA penalty kicks will determine the winner. If the Final game cannot be played, the teams will be co-champions.

If games cannot be rescheduled or played due to rain or other circumstances, the Tournament Director will make refund adjustments and retains the right to keep up to one-third (1/3) of the team fee to cover tournament expenses

Conduct: All players, coaches and spectators will be expected to demonstrate good sportsmanlike conduct. Coaches have total responsibility for the conduct of their players, substitutes, friends and spectators at all times. Inappropriate conduct by your team’s spectators can jeopardize your coach and/or team. If a referee terminates a game due to misconduct of players or spectators, the offending team will forfeit. The offending player, spectator or team may be banned from further participation in the tournament.

The following Rules must be strictly adhered to:

  • At no time is there to be any alcoholic beverages at the tournament sites.
  • Pets are not allowed on any of the fields at any time.
  • This is a smoke-free environment; no smoking is allowed at any of the fields.
  • At synthetic turf fields, no sharp or pointed umbrella, canopy, or shading anchors are allowed to penetrate the turf.
  • At synthetic turf fields, no food, gum, or seeds of any kind allowed on turf surface. After each game, please pick up the trash on your sideline and place it in one of the provided receptacles.

Please help us keep the games on time by immediately collecting your things and clearing your sideline after your game. This will allow the next team to move into position and prepare for the start of their game.
