SPRING LEAGUE CHALLENGE RULES

 

 

 

Divisions:

 

Boys & Girls born on or after January 1, of the year specified:

2011. 2010, 2009, 2008, 2007, 2006 Divisions.

 

 

Eligibility:

 

Valid CalSouth or US Club laminated player identification cards or equivalent national association identification. We do accept AYSO & Recreational League credentials.

 

 

Format:

  • 2011 & 2010 Divisions will play 7 v 7
  • 2009 & 2008 Divisions will play 9 v 9
  • 2007& 2006 Divisions will play 11 v 11

 

Match Times:

  • 2006 & 2007 Divisions will play two 70 minute games.
  • 2008 & 2009 Divisions will play two 60 minute games
  • 2010 & 2011 will play two 50 minutes games.

 

Roster Size:

  • 2011 & 2010: 14 player max roster
  • 2009 & 2008: 16 player max roster
  • 2007 & 2006: 18 player max roster 
  • Unlimited Guest Players are allowed. 

 

Ball Sizes:

  • 7v7 & 9v9 play with a Size 4 Ball
  • 11v11 play with a Size 5 Ball

 

Small Sided Game Rules

 

 

2011 & 2010 Divisions:

  • Team will play 7v7
  • Build out lines.
  • No Punting is allowed.
  • N0 Heading allowed.

 

2009 Division:

  • Team will play 9v9
  • No Build out lines.
  • Punting is allowed.
  • No Heading allowed.

 

2008 Division:

  • Team will play 9v9
  • No Build out lines.
  • Punting is allowed.
  • Heading is allowed.

 

Substitutions:

All divisions will have unlimited substitution

 

 

Substitutions may only take place during:

  • Own throw-in
  • Own player has an injury
  • Any goal kick
  • Any kick-off
  • Yellow cards optional for player receiving yellow card only.
  • If opposing team substitutes, you may substitute.

 

No Substitutions during:

  • Free kick (direct or indirect)
  • Corner kick
  • Penalty kick

 

Player Passing Rules

 

  • Goalkeepers can play two games in one day.
     
  • Players can play two games in one day ONLY for teams who are short on players.
     
  • Players who play 2 games in one day must only be rostered to one team for the entire spring league season. When player passing to another team that is short on players, the player must be handwritten in the match report to be identified as a player pass and playing two games in one day.
     
  • 11v11 Divisions- A team short players can player pass players within their own club who are playing two games in one day up to a roster of 11 players max.
     
  • 9v9 Division: A team short players can player pass players within their own club who are playing two games in one day up to a roster of 9 players max.
     
  • 7v7 Division: A team short players can player pass players within their own club who are playing two games in one day up to a roster of 7 players max.

 

Game Day Procedures:

 

Update Your Team’s Event Roster

  • Login to your TGS Account at-  https://tgs.totalglobalsports.com/public/registration.aspx
  • Select the arrow to the right of your team
  • Select My Events On the left hand side of the page
  • Select the arrow to the right to the event you are looking for
  • Select Roster on the left hand side of the page
  • Select a game
  • Click the + symbol next to each player you would like to have on the roster OR Select the all players link to move all player to the event roster.

 

Print The Match Reports

  • Both teams are required to bring two copies of their Printed Match reports to every game.
  • Login to TGS – https://admin.totalglobalsports.com
  • Select your team
  • Select My Events (the arrow on the right)
  • Select Event Roster on the left-hand navigation
  • Select the game
  • Select the light Blue button (Match Report)
  • Both teams must sign the Match Report after the game to receive their player cards.
  • One Match Report Copy stays with the referee. The other Match Report copy stays with the team just incase there are any discrepancies.

 

Score Reporting 

Login into your team account and select your team. A pop up will appear and it will ask you for the score of your game. Enter the score and click next.

 

Home team is listed first on the schedule. The Home team is responsible to report the score. If the home team hasn’t reported the score within 2 hours of the completion of their game, the opposing team may report the score.

 

Maximum Five (5) Goal Differential Rule

Please Note: The Spring League has implemented a Maximum 5 Goal Differential Rule when reporting scores: Our mission is to help develop players and teams for the upcoming season by asssiting coaches to be able to play everyone, while trying different formations and tactics during the offseason. The coaches and players shouldn't worry about what the score is going to be publicized. They should only worry about development.

 

Example #1- Score edning up 8-0 will be recorded as 5-0

Example #2- Scores ending in 7-1 will be recorded as 6-1

 

Both teams will be responsible for:

  • Updating their online team roster information including:
  • Players that participated in the game for their team.
  • Double Yellow and red cards issued to their team.
  • Paying their half of the established referee fees for their age group.
  • Signing Game Reports at the end of the game and verifying information that the Game Report is accurate.

 

Player Equipment:

 

The referee’s decision is final concerning whether a player will be permitted to play with their existing equipment and physical condition (knee braces, cast, etc.)

 

 

Awards:

Champions in all Divisions will receive awards

 

 

Injury Time:

There will be no time allowance for injuries. The in-charge referee cannot extend the specified game time without the consent of a Spring League Committee Representative.

 

 

Scoring System:

  • 3 points for a win
  • 1 point for a tie
  • 0 points for a loss

 

Standing Tie Breaker:

In the event there is a tie for first place, the following method will be utilized to resolve the tie:

 

1. Head to Head Competition

 

2. Goal Differential (goals scored minus goals allowed up to a 5 goal differential)

 

3. Fewest Goals Allowed

 

4. Most Goals Scored

 

5. Most shut-out victories

 

6. FIFA Kicks from the Penalty Mark

 

Teams who have one more games than the rest of the group:

The last league game result will not count for the team that plays 8 games. The result will count for the opponent who is playing their 7th game.

 

If more than two teams are tied at the end of preliminary rounds, the tie breaker criteria list shall be used in order shown to advance or eliminate teams. Once one team advances or is eliminated and if the remaining two teams are still tied, those two teams will then be compared beginning with criterion 1 (Head to Head) to determine ultimate placement. (See different examples below).

 

 

Example 1: Three way tie:

  • Head to Head cancels out since all 3 teams either beat or tied each other.
  • Team A Goal Differential +3
  • Team B Goal Differential +2
  • Team C Goal Differential +1
  •  In this above example Team A is first place, Team B is second place and Team C is third place.

 

Example 2: Three way tie:

  • Head to Head cancels out since all 3 teams either beat or tied each other.
  • Team A Goal Differential +3
  • Team B Goal Differential +3
  • Team C Goal Differential +1

 

In this above example Team C is Eliminated. Since Team A and Team B are still tied, those two teams will then be compared beginning with criterion 1 (Head to Head) to determine ultimate placement. In this case, Team A beat Team B  in Pool Play. Therefore, Team A is first place, Team B is second place and Team C is third place.

 

 

Forfeits/Team Disqualifications:

Games will be recorded as a 1-0 victory for the opposing team. Any team that forfeits will be reported to their State Association, Club President and Club Director. The forfeiting team will be responsible to pay the entire Referee Fees.

 

 

Match Preparation:

The home team is the first team listed in the schedule, has choice of field side, must provide the game ball, and must change jerseys in the event of a referee determined color conflict with the opposing team. Teams and spectators must be on opposite sides of the field or as instructed by tournament officials with teams being on one side and spectators on the other. Spectators on the opposite side must mirror their team. 

 

 

Player/Coach Conduct:

Any player receiving a double yellow / red card or coach receiving an ejection shall be ineligible to participate in the remainder of that match, plus the following match. The Spring League Director and Referee Coordinator will evaluate all red cards.

 

 

 

Parent Ejections:

Any parent ejected from any Spring League game will serve a minimum of a 1-game suspension. The suspension does not include the game for which the parent was ejected. The club will be notified of the parent ejection and, depending on the severity of the situation, the suspension may be longer than 1-games. The coach and manager are responsible for ensuring that the suspended parent is not in attendance at the game. The parent must be out of sight and sound prior to, during and after the games in which he/she is suspended. 

 

 

2 Yard Sideline Rule:

All spectators must always be at least 2 yards away from the sideline. This rule will be enforced by the Referee Field Coordinator and Tournament Officials.

 

 

Withdrawal from the Spring League:

Any team withdrawing before March 1, 2019 will receive a full refund minus $100 processing fee. Any team withdrawing after the March 1, 2019, will not be entitled to a refund.

 

 

Inclement Weather or Unexpected Termination of Play:

In the event of inclement weather, which the Spring League Committee deems as being unsafe for the players and/or the fields for competition to continue; or the unexpected termination of the match, the following system for determining the winner will be implemented:

  • Matches that are at the half time break or in the second half of play will have the score stand.
  • Matches that are less than 20 minutes into the first half will be deemed not to have been played.
  • Matches for a given day may be rescheduled.
  • Matches may be shortened in order to play all assigned matches. If all assigned matches are unable to be played, awards will be made based on a point system to be determined by the Spring League Committee.
  • Note: that it may also be necessary to change match locations in the event the assigned fields are unavailable for play, for any reason.

 

Forfeits, Protests, Suspensions and Fines:

If a team forfeits a game, the team will pay a $75 fine + referee fees to the Spring League Challenge made payable to CDA FC for the forfeit. All additional forfeits, beyond the 1st forfeit, will incur a fine of $100 per game + referee fees for each game. Fines will be paid by the team.

 

 

A coach dismissed/sent-off (coaches do not need to be shown a red card to be considered “dismissed” or “sent off”) by the referee, will automatically be ineligible to participate in the next two scheduled games with that team (with the exception of a dismissal/send-off for Violent Conduct* which may carry a longer suspension). If the coach has another game that day for another team within the club, he/she will be able to coach in that game. It is the responsibility of the coach/manager to insure that the dismissed/sent-off coach/manager sits out.

  • First Dismissal/Send-off = 1 game suspension
  • Second Dismissal/Send-off = 1 game suspension + PAD review for potential extension of suspension
  • Third Dismissal/Send-off = 2 game suspension + PAD review for extension of suspension.

 

Violent Conduct by a Coach (Conduct detrimental to the game):

  • Physical contact with a Referee, Assistant Referee, Player or Coach
  • Any racial verbiage, excessive use of profanity or verbal abuse
  • Threatening behavior
  • Spitting
  • Fighting

 

First Offense = 1 game suspension with additional review from PAD, and possible extended penalties.

 

Second Offense = Dismissal from league

 

All verbal or physical assaults are to be reported to the Spring League Challenge Committee in writing.

 

The coach must be out of sight and sound prior to, during and after the games in which he is suspended. Any coach that is found guilty of coaching while on suspension will be subject to Trial Board review, possible fine and additional period of suspension.

 

Any player/coach/manager that is alleged to have committed any “violent conduct” on a referee, assistant referee or player will be immediately suspended and referred to the Spring League Challenge PAD and/or Cal South PAD for investigation.

 

 

Violent Conduct by Player (Conduct detrimental to the game):

  • Physically striking another Player, Referee, Assistant Referee or Coach
  • Any racial verbiage, excessive use of profanity or verbal abuse
  • Threatening behavior
  • Spitting
  • Fighting

 

A PLAYER ejected from a game for Violent Conduct will be suspended as follows:

 

First Offense = 1 game suspension with additional review from PAD, and possible extended penalties.

 

Second Offense = Dismissal from league

 

 

A PLAYER ejected by the Referee for all other non-violent conduct infractions will be automatically ineligible to participate in the next scheduled game with that team, or any team within the club. It is the responsibility of the Coach/Manager to ensure that the ejected Player sits out.

 

1. First Offense = 1 game suspension

 

2. Second Offense = 1 game suspension + additional review from PAD.

 

3. Third Offense = 2 game suspension + additional review from PAD.

 

 

All decisions of the Spring League Committee, League Operation Manager, Field Marshals, and Referees are final. NO PROTESTS WILL BE ALLOWED. Only the Spring League Committee can make decisions relating to the interpretation of the Spring League Rules. Disputes relating to the interpretation of these rules will be resolved with the administrator/coach that are registered with the involved team(s). Individuals may not represent a team if not registered as an administrator/coach with the involved team(s).

 

 

If a game is terminated prior to completion due to actions of a team or sidelines, the outcome of the game will be decided by the Spring League Challenge PAD Committee.

 

Any disciplinary situation not listed above shall be referred to the Spring League Challenge PAD Committee for action or resolution.

 

Any inquiry regarding Spring League Challenge Rules & Regulations not addressed above shall be referred to the Spring League Challenge Committee for review.

 

 

Common Sense Rules:

 

No Dogs are allowed at any Spring League Challenge facility and/or game.

 

No Alcohol is allowed at any Spring League Challenge facility and/or game.

 

No Drugs, Fire Arms or weapons of any sort are allowed at any Spring League Challenge facility and/or game.

 

Follow all Parking Guidelines.

 

If any of these common sense rules are violated, you will be instructed to leave the venue immediately and the team that your child plays for may be forfeited out of the game/league.
